TASHAROC is a three-year project (2018-2021) based in Tangier and is funded by the UK Foreign & Commonwealth Office to support the Tangier-Tétouan-Al Hoceïma (TTAH) Regional Council in the regionalisation process. As part of the programme to support the Regional Council, TASHAROC will provide capacity building and technical assistance across a range of areas in support of the Regional Council’s mandate.
Regional Council of Tangier – Tetouan – Al Hoceima (RC TTA)
The RC is an elected local body governed by public law and is, according to Organic Law 111-14, in charge of various development areas in the region. The RC of the TTAH region is one of the 12 regional councils of Morocco that constitute the first administrative division in the framework of advanced regionalisation.
Modernisation of the administration of the RC TTA
As part of the modernisation of its administration, the RC TTA in partnership with the TASHAROC programme has launched several projects to provide its human resources with the necessary tools to ensure better circulation of information within the administration and efficiency in the management of the council’s affairs. These projects’ outcomes were as follows: the development of a manual of procedures (SOP manual), the development of two systems, one for the management of public contracts (open contracting) and the other for the MEL of the regional development program (PDR), as well as the organisation of several thematic training sessions for the benefit of the RC staff.
Monitoring, Evaluation and Learning (MEL) web application for the regional development programme (PDR)
As part of TASHAROC programme, RC TTA has developed a MEL web application for its PDR. This application, developed on the basis of PHP and MYSQL languages, makes it possible to monitor the implementation of PDR projects (through manual data entry done by the teams in charge) and provides dashboards and dynamic indicators enabling to follow the status of implementation of projects/activities. This application is adaptable and flexible and can adopt different versions of the PDR and allows other functionalities such as the possibility to upload documents, a calendar, a documentation space, amongst others.
In this same process, and in accordance with national guidelines on ‘electronic administration’, and in order to face the COVID-19 crisis, the RC TTA plans to further strengthen its internal tools and systems by encouraging the use of new technologies in its administration management systems.
Mission and Scope of Work
- In this context, TASHAROC is seeking a consultant to provide technical assistance to the RC to develop and integrate a module for the management of RC TTA’s agreements into the MEL web application, following guidelines that are detailed in the next paragraph.
